Illnea Bloodthorn is a Blood of Sargeras trader who will allow you to get certain profession materials for your surplus Blood of Sargeras. She can be found in Dalaran outside of the Blacksmithing/Mining building.

Blood of Sargeras is a powerful reagent found throughout the Broken Isles. Blood of Sargeras is often used as a tempering agent by master craftsmen, and to bind magic in weapons and armor. It is red when solidified, and seems to be Sargeras' literal blood.

Where can I find him? The Mad Merchant can be found in The Wonderworks Toy Shop in Dalaran. He is on a very random spawn timer, reportedly as short as 4 hours, and as long as a few days! Once someone purchases from him (after he has spawned), he will stick around for roughly 1-2 hours before despawning again.

In Dalaran, complete 4 quests to get to Argus: “Uniting the Isles,” “Armies of Legionfall,” “Assault on Broken Shore,” and finally “The Hand of Fate.” To return to Argus later, complete the Argus storyline through its 11th quest, “Rendezvous.” After, use the lightforged beacon near Dalaran to teleport to Argus.
