The Gold Scarab can be obtained inside the Abandoned Cave on the border of Caelid and the Dragonbarrow region to the north, above the Swamp of Aeonia. It can be reached by traveling east from the Smoldering Wall and crossing the roots over a narrow canyon to reach the cave entrance.

Also, Gold Scarab (and probably other rune buffs like golden fowl foot) applies to runes gained from killing invaders. As Broso has stated, it's 15% of the invader's level.

From the Smoldering Wall Site of Grace in Caelid, head east until you reach a small area with a mechanical foe on the cliff's edge. Kill it or just run past it, and you'll find tree roots reaching from one side of the ravine to the other. Run across them to find the Abandoned Cave.

Note that if you're unable to catch a Teardrop Scarab before it moves to an inaccessible location or vanishes, you can "respawn" it by resting at a Site of Grace. Once you kill it, however, the Teardrop Scarab will be gone permanently.
