After you beat Vaati's forms you can go to Biggoron and he'll ask for the shield.Give it up and then travel and kill enemies. After a period of time and travel go better and Biggoron will either give you a Mirror Shield or he'll still be chewing it.
At the end, give the final Gibdo a bottle of Milk. In this last room, run ahead and light all the torches with your Fire Arrows (or Deku Sticks) to make a chest appear. Open it to get the Mirror Shield! Test it out by reflecting the light onto the Sun Face and Sun Block.
