In the past, there had been no level associated with the Kappa Container, only quests. However, a couple wipes ago, BSG changed the quest The Collector to include a level requirement and started it at 71. The Collector is the quest requiring you find and turn in every Streamer Item in the game, and BSG added several new Streamer Items this wipe.
Only a very small percentage of the player base was able to reach 71, so BSG lowered the level requirement to 62 and with the introduction of Operational Tasks, made levelling to get there much easier.
Still, it wasn’t a large percentage of the player base who were able to reach Level 62 in a given wipe, although there are plenty of people who put the time in to get there. Obtaining this container really has nothing to do with how good you are at the game, only the amount of time you have to put into it (beginner players will of course struggle to reach it, though).
In my opinion, Level 55 seems achievable for the player base as a whole if they are able to put time into it and focus on Operational Tasks (in addition to the Kappa required quests).
I personally reached Level 61 last wipe, while playing slightly more than 15 hours per week, on average.
The Kappa Container is a secure container, just like the Alpha, Gamma or Epsilon Containers, but it is the largest in the game at 12 slots.

Multiple Escape From Tarkov streamers have now reached the Collector quest, which is a requirement for Kappa; the quest now requires that you reach Level 71 in order to complete it.
The Secure Kappa Container is now only available at level 62, unlike the previous requirement of level 71. So far, there have been a couple of players getting a Kappa Container, which means they have already reached level 62 on their PMCs.
Leveling. A skills maximum level is 51 (Elite level). However, a skill can temporarily surpass this limit with status effects from certain Stimulants and Provisions.
